Office flooring Dubai: how to specify it in a fit out

The floor in a Dubai office is decided by the cables under it, not the finish on top. Build-up sets ceiling height, door heights and where power lands, so it locks in earlier than most tenants expect. Here is how that decision runs on our office fit out and flooring services jobs, and what a written flooring quote should show you.

The floor build-up is a cabling decision before it is a finish

Choosing between a raised access floor and a direct-stick screed is choosing your electrical strategy. An access floor gives a service void, so a desk move is a panel lifted and a floor box relocated. Direct-stick means the same move is a chase, a core drill and a patch you will see.

Access floor costs height. The void and panel eat into ceiling clearance and door openings, which bites hardest in older buildings where the landlord will not allow the slab to be cut. It also changes the programme: panels go down after first fix MEP and lift again for second fix, so floor and services run as one sequence. Direct-stick has the opposite constraint. Nothing goes onto that screed until it is dry and moisture tested.

The four realistic options in a Dubai office

OptionWins whereFails where
Carpet tilesOpen plan, meeting rooms, any floor where speech privacy and a quiet room matterPantries and anywhere liquid lands; soft castors on a hard-backed tile; needs real vacuuming, not a mop
LVTReception, circulation, print rooms, under castors, mopped cleaningEcho in open plan; sun and heat at full-height glazing; cheap adhesive lifting at the joints
Porcelain tileLobby, pantry, heavy soil, hard scrubbingOpen plan floors: cold, loud underfoot, unforgiving to a dropped phone
Epoxy or sealed screedBack of house, stores, plant and comms roomsOffice floors: dusting, marking, no acoustic value, every footprint shows

Most Dubai offices end up with two of these, not one. The table is about where each genuinely earns its place, not about preference.

Carpet tiles vs LVT: the decision most offices actually face

Carpet tiles win on acoustics. Sound is absorbed, the open plan is quieter, and speech between pods carries less. A stained tile lifts and is replaced from stock without closing that part of the floor. They lose in pantries and print rooms, and under soft castors rolling all day, where a fibre-bonded tile flattens and the chairs stop rolling.

LVT wins under castors, at reception, in circulation, and wherever cleaning is a mop rather than a vacuum. It loses on echo. An all-LVT open plan needs the acoustics bought back elsewhere, usually ceiling and screens, so budget for both at once. Near full-height west or south glazing, specify a dimensionally stable LVT and an adhesive rated for the surface temperature, or expect lifting and gapping inside the first year.

Most of our offices land on the mix: LVT at reception, pantry and circulation, carpet tiles through open plan and meeting rooms. A tenant who meets clients all day sometimes goes all LVT and pays for the ceiling instead.

What a fair office flooring quote itemises

Ask for the per sqm rate split by product and by zone, then check it against this list:

  • Supply and lay of the product, per sqm, with the wastage allowance stated
  • Substrate prep: primer, levelling compound, and a moisture test on new or unknown screed
  • Uplift for access floor panels, cut-outs, grommets and floor box lids
  • Skirting type, height and whether it is in the rate at all
  • Movement joints, perimeter expansion and threshold strips
  • Removal and disposal of the existing floor, including old adhesive and tackifier
  • Out-of-hours, phased or occupied-floor working
  • Protection of finished flooring while other trades close out
  • Making good and a handover walk with you

Two quotes can carry the same headline rate and differ by whether the levelling, the panel uplift and the disposal are inside it. A lump sum tells you nothing about that. If you are weighing up three of them, our other Dubai fit out guides cover the rest of the scope.

Where Dubai fit-outs go wrong

  1. Flooring laid before the ceiling and MEP wet works are finished. Dust settles into adhesive and the new floor lives under cardboard for three weeks.
  2. No moisture test on a new screed. Adhesive re-emulsifies, joints lift, and the failure shows months after handover when nobody wants to pay twice.
  3. A porcelain tile specified for the lobby and carried into open plan. It photographs well and sounds wrong every morning.
  4. The reinstatement clause left unread. Plenty of Dubai leases state what floor must be in place at handover, and removing it means buying it twice.
  5. Phased handover across occupied floors with the cable strategy still open. We work through that sequencing in fitting out an office while your team keeps working.

The order that keeps you out of trouble: use class first, since a finish in an escape route has to satisfy the landlord and the authority on fire performance. Then traffic and castor type. Then the cable strategy, access floor or direct stick. Then how the floor will actually be cleaned. Then the reinstatement clause, which decides more floor budgets than the finish does.

Send a measured floor plan, PDF or DWG, with the area per room, photos of the existing floor and the screed, the building name and floor, and your target handover date. Tell us whether there is an access floor and whether the floor has to be reinstated at lease end. WhatsApp +971 55 128 8370 is the fastest way in: send us your floor plans for a measured scope.

Frequently asked questions

Carpet tiles or LVT for an office in Dubai?

Carpet tiles absorb sound and let single tiles be swapped out, which suits open plan and meeting rooms. LVT handles castors, spills and mopping, which suits reception, pantry and circulation. Most offices here use both, and the split follows traffic and cleaning, not looks.

Do I need landlord approval to change office flooring in Dubai?

Yes. Flooring sits inside the fit-out approval and NOC process for the building, developer or free zone authority. Read the reinstatement clause before you order anything, because it may require the original floor back at handover. Where the finish sits in an escape route its fire performance will be checked too, and a raised access floor changes the floor loading.

Can flooring be installed while the office is still occupied?

Yes, on a phased or out-of-hours programme, zone by zone, with protection along the edges of finished areas. The cable strategy has to be settled first so zones cut cleanly at floor boxes and door lines. Expect the programme to be set by access and drying time, not by the laying rate.

What should a per sqm office flooring rate include?

Supply and lay, substrate prep and levelling, moisture testing, access floor uplift and cut-outs, skirting, movement joints, removal and disposal of the old floor, and any out-of-hours working. Ask for the rate split by zone with a written list of exclusions. A single lump sum hides which of those you are actually paying for.
